Functions of Union Parishad

The Union Parishad performs 10 mandatory and 38 optional functions under its municipal functions.

(a) Mandatory Functions:

1. To maintain law and order and assist the administration in this regard.

2. Taking various measures to curb crime, disorder and smuggling.

3. Agriculture, Forestry, Plantation, Fisheries and Livestock, Education, Health, Housing for economic and social development of the people.

     To undertake and implement developmental projects in the fields of industry, communication, irrigation and flood control etc.

4. Expansion of family planning programs.

5. Ensuring the development and utilization of local resources.

6. Preservation of public property ie roads, bridges, culverts, dams, canals, power lines, government property etc.

7. To review the development activities of all organizations at the Union level and to the Upazila Executive Officer in this regard

     to recommend

8. Encouraging people to install and use sanitary latrines and conduct campaigns in this regard.

9. Registration of births, deaths, marriages, blind, beggars and destitutes.

10. Conducting all types of census.

(b) General Functions:

1. To arrange and maintain roads.

2. Provision and maintenance of public places, open spaces, parks and playgrounds.

3. Use of lighting on roads and public places.

4. Planting and conservation of trees in general and especially planting and conservation of trees in public places along roadsides

     to do

5. Maintenance and management of cemeteries, burial grounds, public meeting places and other public properties.

6. Accommodation for tourists.

7. Control of roads and public places and prevention of unauthorized entry.

8. Supervision of rivers, forests, etc., promotion of sanitary practices and other arrangements for the cleanliness of the Union.

9. Ensuring collection, disposal and management of dung and street garbage.

10. Regulation of criminal and dangerous business.

11. Controlling or mitigating anti-social activities, nuisance etc. on roads and public places.

12. Removal and control of carcasses of dead animals.

13. Regulation of animal slaughter.

14. Regulation of construction and reconstruction of union buildings.

15. Controlling hazardous buildings and demolitions.

16. Arrangement of tube wells, reservoirs, ponds and other water supply works.

17. Taking measures to prevent contamination of drinking water sources.

18. Prohibiting the use of water from wells, ponds or other places of water supply suspected to be injurious to public health.

19. Bathing, bathing in or near wells, ponds or other water supply places reserved for drinking water

      Prohibition and regulation of raw or animal bathing.

20. Wetting of leaves or other plants in or near ponds or other places of water supply is prohibited.

21. Prohibiting or restricting tanning or tanning of leather within residential areas.

22. Excavating the soil of the residential area to raise or control paths or other objects.

23. Prohibiting or restricting the construction of brick kilns, pottery or other furnaces in residential areas.

24 Registration of sale of domestic animals or other animals.

25. Organizing fairs or exhibitions.

26. To organize public festivals.

27. Fire, flood, earthquake or other natural disaster rescue.

28. Helping widows, orphans, poor and distressed persons.

29. To promote sports.

30. Promoting and encouraging industrial and social development, movement and rural industries.

31. Provision of additional food production.

32. Environmental management work.

33. To arrange for control and maintenance of cattle feed.

34. Provision of first aid centres.

35. Provision of libraries and libraries.

36. Providing support to other organizations engaged in similar work like Union Parishad.

37. To help in the development of education as directed by the District Commissioner.

38. Other necessary for the safety, comfort or convenience of Union residents or visitors

It also has the functions of Police and Security, Revenue Administration, Development and Poverty Alleviation and Judiciary.
